Classify the vehicle before selecting components
CONTRAN Resolution 996/2023 defines an electric bicycle for public-road circulation through a combination of two wheels, pedal assistance, no manual throttle, rated motor power up to 1000 W and assisted speed up to 32 km/h. A product outside those limits may follow another vehicle category and different obligations.

Freeze the required road equipment
The same resolution lists equipment for electric bicycles, including a speed indicator or electronic limiter, bell, night signaling, a left-side mirror and tires in safe condition. The order specification should identify how each applicable item is supplied and inspected.

Confirm the import treatment with official systems
The importer or customs adviser should confirm the NCM classification and administrative treatment in Portal Único Siscomex. INMETRO guidance should then be checked for the complete bicycle, separately packed components and any product-specific import consent. Do not infer this scope from a similar model.

Prepare battery, handover and local support records
Battery transport evidence, product identity, assembly checks, critical spare parts and a local first-response route should be agreed before the first customer delivery. Local authorities may also regulate where and how electric bicycles circulate.
